With reference to Hongkong telegram

No.17 of the 9th August regarding the expro -

priation of certain Chinese tenants in Kowloon

City, I transmit to you herewith a memorandum

replying to the telegram from the Minister for

Foreign Affairs on the subject which was, at

the request of the wai Caiao zu, tran amitted by

Ar.holman in has telegram No.186 of the 26từn

June and was also addressed to no direct by his

Excellency (see my telegram No.42 to Hongkong

repeated to you as my telegram No.518).

I shall be glad if you will commun io ate

the enclosed nenorm dum to the wai Chiao Zu, and

I leave it to your discretion whether you think

it necessary to support it by any verbal oo MATTUR Á –
